Local filmmakers are being considered to have the opportunity to recoup distribution returns for re-investment into other productions. The government is trying to tame the high level of piracy in this country. Dumping of foreign commercials discourage growth in, local talent, local technical and production capacity film investment, local infrastructure and loss of millions of Kenya shillings in unpaid duty. Dumping not only denies the country revenue but also discourages investment. But more serious is the negative image that the country earns from this. Efforts to streamline this have been hampered by the local broadcasting stations, by refusal to comply with the current provisions of Cap 222, and the requirements of Kenya Film Censorship Board, for all foreign programmes to obtain certificates of importation. The urgent consideration and implementation of these measures would go along way in encouraging film investment in Kenya.
